Towing Policy & Escalation Process (Ontario Properties)

Guardian Parking Authority enforces parking regulations on private property under authorization from property owners and in accordance with applicable Ontario laws.


Towing is considered an escalation measure and is not the first stage of enforcement.


Progressive Enforcement Model


On Ontario properties that authorize tow enforcement, Guardian follows a structured escalation model:

  • First Notice: Violation documented and issued.

  • Second Notice: Continued non-compliance recorded.

  • Third Notice: Vehicle may be eligible for tow escalation.


This approach provides opportunity for voluntary compliance before stronger enforcement action is considered.


Legal Compliance in Ontario


Where towing is authorized:

  • Posted signage must clearly indicate tow enforcement.

  • Property authorization must be confirmed.

  • Towing providers must be properly licensed.

  • Applicable municipal and provincial requirements are followed.


Guardian does not conduct towing directly. Licensed tow operators perform all towing services.


Documentation Requirements


Before a vehicle is approved for tow escalation:

  • Prior violations must be documented in the system

  • Vehicle history must be verified

  • Location and signage confirmation must be recorded


Recovering a Towed Vehicle


If a vehicle is towed:

  • The towing company’s contact details will be provided

  • Storage and release procedures are handled by the towing operator

  • Applicable towing and storage fees are determined by the towing provider


Guardian does not retain towing storage fees.


Important


Repeated violations increase the likelihood of escalation. Resolving notices early helps prevent towing action.
