Guardian Parking Authority enforces parking regulations on behalf of private property owners. In certain circumstances, repeat non-compliance may result in vehicle towing.

Towing is considered an escalation measure and is not the first step in enforcement.

Progressive Enforcement Model

Guardian follows a structured escalation process.

In general:

• First Notice: Warning of non-compliance and opportunity to resolve.

• Second Notice: Continued violation documented.

• Third Notice: Escalation may include towing authorization in accordance with property rules.

This model is designed to encourage compliance before stronger enforcement action is required.

When Towing May Occur

Towing may be initiated when:

• A vehicle has accumulated repeated violations on the same property

• The vehicle continues to park in violation of posted rules

• The property owner has authorized tow enforcement

Towing decisions are based on documented enforcement history and property authorization.

Documentation Requirements

Before towing is initiated:

• Prior notices must be documented

• Vehicle history must be verified

• Property authorization must be confirmed

• Local legal requirements must be followed

Guardian works with licensed towing providers.

Recovering a Towed Vehicle

If a vehicle is towed:

• The towing company’s contact information will be provided

• Storage and release procedures are managed by the towing operator

• Applicable towing and storage fees are determined by the towing provider

Guardian does not retain towing storage fees.

Important Notes

Towing is used to maintain parking access for residents, tenants, and authorized users.

Repeated violations increase the likelihood of escalation. Resolving notices early helps prevent towing measures.
